National Building Regulations Act 103 of 1977 National Building Regulations Act 103 of 1977 regulate all buildings within the borders of the Republic of South Africa. All such buildings must comply with the act to legally be occupied, irrespective the occupancy rating. The occupancy rating is determined by what the premises is used for, such as domestic, manufacturing, storage, etc. NBR 103 of 1977 require full compliance with SANS 10400 (SABS0400) in order for the premises to be regarded as compliant.

Standards Act 8 of 2008 The Standards Act empowers the SABS to issue National Standards which is then mandatory under this act. Such standards are then issued as SANS Codes (South African National Standards).(Standards Act 8 / 2008 continued) The Act furthermore stipulate “No person may falsely claim or declare that any commodity, product or service complies with the South African National Standards or other publication of the SABS”.

SANS 10400: Application of the National Building Regulations SANS 10400 set out all requirements for compliance with the NBR Act, and is being implemented by all Local Authorities including the Fire Brigade. Where fire systems is concerned, SANS 10400 require full compliance with SANS 10139 for Fire Detection Systems, SANS 14520 for Innert Suppression Systems, and SANS 306 for CO2 Suppression Systems (together with SANS 369). Other SANS Codes rules further fire disciplines, such as pressurised cylinders, etc.

SANS 10139 set out standards for all disciplines such as design, installation, commissioning, maintenance, control panels, devices, cabling, batteries, documentation, false alarms, etc.
